| The RSPCA launched a campaign today to highlight the “unethical” business of “puppy trafficking”. The charity revealed almost three quarters of vets were concerned about the “despicable” trade in puppies, imported into Britain and then sold. Consumer Direct, the government advisory service, received more than 700 puppy-related calls in 2007, many of which concerned animals who became ill soon after purchase. | |

| Prisoners with a history of domestic violence are still being awarded early release a year after the problem was first highlighted, it was claimed today. The probation union Napo said not enough checks were being carried out on inmates being freed up to 18 days early under the “end of custody licence” scheme. Early release is not meant to be available for violent offenders but Napo said wife beaters were slipping through the net. Union spokesmen Harry Fletcher said: “The scheme was introduced quickly and is flawed. Men convicted of offences of domestic violence are being let out without any accommodation check and returning to their partners’ addresses.” | |

| A prison with “fundamental problems” was today accused of making up figures relating to a key performance target. The Chief Inspector Of Prisons, Anne Owers, said the amount of time inmates at Leeds jail were reported to be spending out of their cells was “simply fictional”. Prison managers were submitting figures based on what should be taking place, rather than what was actually happening, she said. The 1,000-inmate jail recorded that prisoners were out of cells for nine hours a day. But the chief inspector’s report noted: “The most time a prisoner in full-time work could spend out of cell was eight hours.” | |

| More than 1,000 laptops have been lost or stolen from Government departments in recent years, new figures revealed. At least 200, 16 a month, went missing last year alone, including dozens each from HM Revenue and Customs (HMRC), the Ministry Of Defence and The Department of Work and Pensions. | |

| Inmates are so comfortable in jail that they do not want to escape, a prison officer union leader says. Glyn Travis, of the Prison Officers Association, says inmates are happy to stay inside because they can get hold of drugs, mobile phones and even sex. He said a dealer regularly broke into a Yorkshire Prison by using a ladder to entre cell windows but no inmate used the ladder as a means to escape. | |

| The wave of immigrants from eastern Europe has not caused a rise in crime, according to a police report. Home Secretary Jacqui Smith will be presented will be presented with the study when she meets senior police officers tomorrow, according to The Guardian.The report prepared for the Association of Chief Police Officers, shows that offending rates among Polish, Romanian and Bulgarian immigrants are in line with the rest of the UK population. | |

| More than 3.4 million people are currently cheating on their partners, according to a survery released by Scripture Union. The poll discovered that 7 per cent of the population has admitted that they are seeing someone else behind their partners’ back, and four out of 10 people admitted to fantasising about being with someone other than their partner. James Burden of Scripture Union’s WordLive online resource said, “This research uncovered some uncomfortable truths about our society, revealing the erosion of morality and basic rights and wrongs. The detrimental effect of moral indifference and casual negligence threatens to break up the foundations of our communities.” The survery also revealed that morality was falling across the board. Some 38 per cent of people admitted to stealing, but two-thirds of them said that they did not “feel-bad” about it. A further 67 per cent said that they would lie to cover their backs, and more than seven in 10 said that they would not own up if given too much change in a shop. | |

| CCTV cameras will be used to enforce parking restrictions and issue tickets under regulations due to come into force shortly. Councils will be given the power to use video to hand out fines where it is deemed impractical for traffic wardens to issue tickets. | Fraud on credit and debit cards soared by 25% last year to reach a record high despite the introduction of chip and pin. The cost of fraud on UK issued cards totalled £535.2 million during 2007, according to payments body Apacs. The rise was driven by a 77% jump in fraud carried out abroad, typically in countries that have not yet upgraded to chip and pin. | |

| Law and order statistics released as part of a Freedom of Information request indicate that children as young as four years old are involved in criminal activity such as housebreaking and petty assault Figures compiled by Grampian police show that during a single year nearly 10,000 crimes were committed by children under 18. Perhaps the most striking group were those aged under eight – where 49 offences were committed. The children cannot be identified, but they include a four-year old accused of house-breaking, a five year old caught shoplifting, and another house-breaker aged 5. There were 26 cases of vandalism among the under-eights. Both the police and Scottish Government have called on parents to acknowledge their responsibilities and to teach their children right from wrong. | |

| Police will be issued with portable airport-style metal detectors to help clamp down on knife crime under new measures being launched by Home Secretary Jacqui Smith today. The Tackling Violence Action Plan will also include measures designed to prevent binge drinkers moving on to commit crimes of violence. | Potential young offenders will be targeted by police in a new initiative to cut youth crime, it was reported today. A scheme to give schools a full-time police presence is to be extended and police will share information on youngsters who are at risk with other agencies working with children, such as education and social services. Acpo believes identifying young people who could fall into crime early on could have a big impact on cutting youth crime. | |

| The Governments flagship Anti-social Behaviour Orders are creating a culture that encourages children into crime, a think tank warned today. The measures can become a “self-fulfilling prophecy” of offending and should not be applied to under 12’s, according to the institute for public policy research (ippr). | |

| Britain is becoming a nation of “bump and run” drivers, with almost 10 per cent of motorists admitting to crashing into parked cars and speeding away. Nearly half of offenders felt guilty but 20 per cent did not give it a second thought, a survey by car insurance from Direct Line found. Some of the offenders were more worried about being seen by other drivers or captured on camera than concerned about the damage they caused. | |
